Adv. Shefer (Yoffe), partner at Ben Ari Fish, Law Firm, heads the firm’s Administrative Law Department. She coordinates legal counselling services to statutory corporations, budgeted higher education institutions and government companies.

Adv. Shefer (Yoffe) has over 20 years of experience in all areas of administrative law, as well as tenders law, licensing, regulation, municipal taxation, freedom of information, education law and more.

She has extensive experience providing ongoing legal counselling to public and hybrid entities in all areas relevant to their activity, and specializes in conducting administrative litigation proceedings of all types.

Adv. Shefer (Yoffe) serves as legal advisor to budgeted higher education institutions and regularly accompanies their activities in all aspects of their operation, including civil and public matters, regulation, engagements and disputes management, crisis management etc.. She also represents in her areas of expertise, before all the court instances, the Association of University Heads and budgeted higher education institutions .

On top of it, Adv. Shefer (Yoffe) serves as a legal advisor to tender committees and to the managements of government companies and statutory corporations, and represents government companies, local authorities and private clients in administrative litigation proceedings before the administrative courts and the High Court of Justice.

Adv. Shefer (Yoffe) represents the interests of the research universities in Israel in dozens of regulatory and supervision discussions. She was a member of the legal team engaged in drafting tenders obligation regulations for the higher education institutions, as well as of other university work teams.

In addition, Adv. Shefer (Yoffa) provides legal counselling to the firm’s private clients in the areas of administrative law, tenders law, education law and more. She has extensive experience representing groups of petitioners and conducting successful public legal battles against state authorities.

Among others, Adv. Shefer (Yoffe) represented dozens of farmers in legal proceedings against the State in the matter of the pelican invasion to fish ponds; dozens of households in legal proceedings to halt the operation of a military antenna in Ramat Almogi neighborhood in Haifa; hundreds of Hof HaCarmel Regional Council residents in their struggles, and more.

Under her leadership, our firm’s Administrative Department has been ranked in all professional quality ratings as part of the elite group of law firms in administrative law and higher education law in Israel.

Adv. Shefer (Yoffe) frequently lectures in her areas of expertise. She also served as President of the Disciplinary Tribunal under the Bar Association Law.
